यह ध्यान में रखने की बात है कि ऐसे प्रस्ताव पर चर्चा जब आरंभ हो जाए तो उसे निबटाए जाने तक सदन को स्थगित करने की शक्ति अध्यक्ष प्राप्त नहीं है क्योंकि उस समय यह शक्ति सदन में निहित रहती है . यदि कोई स्थगन प्रस्ताव अस्वीकृत हो जाता है तो सदन अपना कार्य पुन : आरंभ कर देता है जो उस प्रस्ताव के कारण रुक गया था .

The Motion of Thanks on the President ' s Address , motion for adjournment on a matter of public importance , motion of no - confidence , motions for election or removal of the Speaker , Deputy Speaker of the Lok Sabha or the Deputy Chairman of the Rajya Sabha , privilege motions and also , all resolutions are substantive motions .

There is no effect on the business pending before the House on adjournment of House sine die but as per Rule 335 of the Rules of Procedure and Conduct of Business in the Lok Sabha , on the prorogation of the House , all pending notices , other than notices of intention to move for leave to introduce Bills , lapse , and fresh notices have to be given for the next session .
